Step by step, inch by inch......

 

Thank you for all of the input on my last post. 

The yellow wings will stay at the top, but I also want something winglike to frame the skirt. I spent 6 hours stitching this scallopy possibility.

I'm not sure it will fit. So rather than deciding right this moment, I thought I would move on and add other elements. So, above I just  added elements with a print out of one design drawing. 

 

Now I have taken some of the drawing and stitched it out; the rock garden pool at the bottom of the skirt.

 

I have re-inserted the drawing but so far not the scalloped inner wing.
